My brother is moving out to the Denver area soon and we’ve been looking at what that involves. On the car front, it looks like his Ohio-titled 01 Miata will need to pass an emissions test and perhaps a road worthiness inspection to register his car in Colorado. Being an Ohio car, it has never had to pass emissions and I don’t know if it will or not, but that isn’t the main concern.
The car has serious rust issues. The places where the front sway bar attaches to the car have completely rusted away.
The frame rusted out around that bracket and has come completely apart.
My question is, will this disqualify the car from being registered? I assume it will cause it to fail inspection.
The next question is, if he needs to replace it, would he be better off buying a car once he’s there? That way he won’t have to go through the hassle of registering an Ohio-titled car in Colorado and I assume a car bought out there should pass emissions.

will also need to do a VIN verification check because it is out of state. VIN needs to match title. can be hassle if it has a swapped engine and the VIN on the engine doesn’t match the body. also its and extra $20 I think.

what he said. they can decline testing it at the emissions place for a few reasons, mine got rejected for being too low once, so that may be a place where rust issues come in. but no road worthiness here, so it really shouldn’t be an issue.
this rejection letter I got can give some idea of the reasons they may decline to test the car

Should be fine. You get the rip off of VIN verification and emissions. If he does for some reason want to replace it, I’d wait and get something here, as the selection of rust free cars is most likely quite a bit better in CO.

That’s what I was thinking. He also wants something that would be a bit better in the snow and Imprezas are a lot cheaper and easier to find out there.

Snow tires are cheap plus you can stud them. Denver doesn’t actually get that much snow and when it does the whole city basically freaks out. It is hilarious.

Also, we have a few emissions spot checks around town (or we used to - anyone else want to verify? I need to run the Tercel by one)
If you drive past these you’ll get a GOOD or BAD readout and a fairly accurate guess of whether you’ll pass. Unless of course your car is designed to cheat the system.
Also, an 01 will be fine to register, but newer cars can be shockingly expensive for some out of state folks. It's based off of a percentage of MSRP.

legally you only need the drivers side mirror, and some cheaper cars were actually sold wihtout a passenger one.

Yeah, our old Corolla didn’t have one. I just know some states require that any safety gear the car came with must be operable to pass, and I couldn’t find any info online about safety requirements here. I know they test the horn but couldn’t remember what else.

pretty sure they toot the horn to notify people they are moving around, like a workplace health and safety requirement, dont think they care about it otherwise.

This. I did just fine in my Miata last winter, minus one or two days where I didn’t make it to work but I was far from the only one, and I was on bald DWS’s, a guy I work with did just fine in his ‘99 with snow tires, even on the days I missed.

Subaru’s out here command a premium price and most have some dog hair. Some with pot smoke. Common complaint from a friend out here who reconditions used cars for the dealer lots.

I compared Denver results to local results, and they were consistently $1-2K cheaper out there. Really doubt any I could find here are any cleaner, either.

Could be a seasonal thing. Once tax season hits, etc. I'd say to get something out here or at least from a state where they don't use salt. I was lucky to find my mazda3, a Texas car then CO.
